This valuable introductory compilation of fiqh (Islamic jurisprudence) issues takes the reader by the hand and shows him/her clearly what to do. إِنَّمَا ذَٲلِكُمُ ٱلشَّيۡطَـٰنُ يُخَوِّفُ أَوۡلِيَآءَهُ ۥ فَلَا تَخَافُوهُمۡ وَخَافُونِ إِن كُنتُم مُّؤۡمِنِينَ

Indeed It is only Satan that suggests to you the fear of his helpers, so fear them not, but fear Me, if you are (true) believers. {Surah Al-‘Imran 3:175}

It is the battle with Iblees, may Allah curse him and his party that has been the principal battle since the time the enemy of Allaah resolved to pursue Aadam and his offspring in all situations and at all times, coming to him from all directions and following him every minute, as Allaah The Lord of all Creation informed us: (Ibless) said: Allow me respite until the Day they raised up. Allaah said: You are of those given respite. (Iblees) said: because You have sent me astray I will sit against the (mankind) on Your Straight Path. Then I will come to them from in front of them and behind them, for their right and their left, and You will not find most of them thankful to You.

Ash-Shaytaan this announced this struggle as a fierce, murderous war, springing from his evil nature, arrogance and rancor toward mankind. He has sought the permission of Allaah to fight, and Allaah has granted His permission for a wisdom He knows. Thus ash-Shaytaan has come forth executing and deriding His slaves.

However, Allah has not left mankind devoid of any equipment, for he has given them Imam that which is a shield, remembrance of him (dhikr) as preparation and the seeking of protection of him (al-isti adhah) as a weapon. Allah has exposed the steps and methods taken by shaytan, so that if a person neglects his shield and weapon and falls short in recognizing the plots and plans of his enemy, then his enemy will have power over him – and there is no ability or power except from Allah. If the servant of Allah gives permission to his enemy, opens the door to his house for him, admits him therein and allows him to brandish the weapon on to fight with then he is alone to blame, and he should not blame anyone but himself. Truly it is by permission of Allan that a person once stated: ‘Die in grief, for you have no excuse’.

When Satan inflicts a person with his touch it is blinding, and it obstructs the vision, but fear of Allah along with contemplation and submission to Him enables the heart to become connected with Allah. This state arouses the heart from neglecting His guidance so that those with taqwa remember, and when they make remembrance of Allah their vision is opened and covering is removed so that they become clear sighted.

I therefore sought the guidance of Allaah in gathering the “Islamic equipment” that will overcome Shaytaan and his party. The result was this treatise, in which I have explained the Divine warning against the Shaytaan’s deception. I ask Allaah that it be a protection for the Believers against the plots of Shaytaan and the deceptions of Iblees. I hope from any earnestly concerned brother that if he sees any mistakes or shortcomings in this book he will advise me, for indeed Allah has made sincere advise an act of worship for he who, intention is pure. This book appears at a time when many other books and ideas are being propogated to justify the status quo of the ummah, and the position of those who are not ruling by what Allah has revealed and to detract from the seriousness of the situation.

This book is a detailed discussion of the extreme views of both the Murji’ah and Khawaarij, which are clouding the ummah’s vision as they have done for far too long. The view of the Murji’ah states that faith is simply the matter of belief in the heart, which no link to action, whilst the view of the Khawaarij is that any sin equals a mjor kuft act which puts a person beyond the pale of Islam. The author highlights these distorted views, then explains the middle way of Ahl as-Sunnah wa’l-Jamaa’ah, based on the Qur’an and Sunnah, where faith is composed of both belief and action, and it may increase and decrease; while sin does not necessarily equal a major kuft act, but there are some major sins which do consitute major kufr acts and put a person beyond the pale of Islam, such as ruling by something other than what Allah has revealed.

Once this idea is clear in the minds of ordinary Muslims, the Muslim ummah will not accept anything from their governments and rulers except shari’ah, to rule their lives, and they will realize that any other system or law is nothing more or less than kufr in disbelief and a deviation from Islam. Praise be to Allah, Lord of the Worlds; the good end is destined for the Pious; Prayers and Peace be upon our Imam and ideal model, Prophet Muhammad, his kin, his companions and his followers up to the Day of Resurrection.

Nowadays, the issue of treatment with legal Ruqyas is the centre of debate because of: the increase in diseases related to the evil eye, witchcraft and possession, which modern medicine has failed to treat; the revival of legal Ruqya treatment; the emergence of a lot of sorcerers and soothsayers. No doubt, practitioners of legal Ruqyas ought to be supported and rewarded, while sorcerers and soothsayers ought to be punished and humiliated.

Unfortunately, people have confused the legal Raqis and the sorcerers because of their ignorance either of Shari’ ah rules in general, or of the legal requirements of Ruqyas in particular. In such a confused state of affairs, the good have had to suffer because of the bad.

Against that background, some zealous youth have dedicated themselves to eradicating sorcery and soothsaying practices, but regrettably they took Fatwa responsibilities into their own hands and involved themselves into intricacies of issuing verdicts.

In matters open for Ijtihad, those zealots have gone to extremes without due consideration to the views of the Ifta’ Ulama, about whom Allah says, “Ask the followers of the Remembrance if ye know not!”1 m In their haste, they have brought into disrepute some of the Raqis who are renowned for their knowledge, piety, righteousness and mastery of Qur’anic recitations and who are devoted to the service of fellow Muslims in accordance with the Prophet’s saying, “Whoever can benefit his brother should do so.” Distortion of reputation is one of the major sins as mentioned in the Hadith, “One of the major sins is going to lengths unjustly distorting the reputation of a fellow Muslim.” In another version, the Hadith reads, “The most prevalent type of usury is going to lengths unjustly distorting the reputation of a fellow Muslim.” The Prophet also says, “Muslims are forbidden to harm other Muslims in all things: blood, wealth and reputation.”

Such fanaticism not only challenges the established rules of conduct in Ijtihad, which gives enough room for differences, but also encourages the secularists who accuse Islam and Muslims of being reactionary and backward and who regard treatment with legal Ruqyas as a myth to be eradicated. Their over-zealous behaviour gives the opportunity to some hypocrites and envious ones to infiltrate them for the sake of working against those keen on doing good, on righteousness and on reform.

It is for all the above-mentioned reasons that I have decided to give the whole issue its due clarification by gathering the Fatwas of major Ulama in one volume. In addition, several other questions and queries asked by those who are involved in the practice of legal Ruqyas and who are known for their piety and righteousness have been answered by the Ulama and included in the Fatwa collection.

In conclusion, I ask Allah to grant Muslim patients prompt healing and to guide us to the straight path. May His prayers and peace be upon His Prophet Muhammad, his kin and his Companions.

This book is an assortment of fatawa (legal rulings) by Shaykhs Bin Baz, Uthaymeen, ibn Jibreen, and others. The reader will find in this book a valuable combination of verdicts relevant to important issues. The answers to some of the issues reflect an approach that has been customarily followed; it has proved practically beneficial, and it does not contradict any Shari’ah ruling or general Islamic rules. Salaah is the greatest of the practical pillars of Islam, and khushoo’ in prayer is required by sharee’ah. When Iblees, the enemy of Allaah, vowed to mislead and tempt the sons of Adam and said “Then I will come to them from before them and behind them, from their right and from their left…” [al-A’raaf 7:17, interpretation of the meaning], one of his most significant plots became to divert people from salaah by all possible means and to whisper to them during their prayer so as to deprive them of the joy of this worship and cause them to lose the reward for it. As khushoo’ will be the first thing to disappear from the earth, and we are living in the last times, the words of Hudhayfah (may Allaah be pleased with him) are particularly pertinent to us: “The first thing of your religion that you will lose is khushoo’, and the last thing that you will lose of your religion is salaah. There may be a person praying who has no goodness in him, and soon you will enter the mosque and not find anyone who has khushoo’.” (al-Madaarij, 1/521).

Because of what every person knows about himself, and because of the complaints that one hears from many people about waswaas (insinuating thoughts from Shaytaan) during the salaah and the loss of khushoo’, the need for some discussion of this matter is quite obvious. The following is a reminder to myself and to my Muslim brothers, and I ask Allaah to make it of benefit.
